In the case of consideration of national and local projects of sectoral concepts, forecasts, programs and schemes, the implementation of which is associated with the use of natural resources and (or) may have an impact on the environment, the impact assessment is carried out as a strategic environmental assessment. The objectives of the environmental impact assessment shall be as follows: (a) comprehensive consideration of all environmental and related socio-economic and other consequences of the proposed activity before making a decision on its implementation; (b) search for optimal project solutions to prevent or minimize the possible significant adverse effects of the proposed economic activity on the environment; (c) taking effective measures to minimize the possible significant adverse effects of the proposed activity on the environment and human health; and (d) determination of the admissibility (inadmissibility) of the implementation of the proposed activity on the selected land plot. Environmental impact assessment (EIA) includes the following steps: (a) development and approval of a program for environmental impact assessment; (b) development of an environmental impact assessment report; (c) holding discussions of the EIA report with the public, whose rights and legal interests may be affected during the implementation of project decisions; (d) finalization of the EIA report on public comments and suggestions; (e) submission of the revised project documentation for the proposed economic activity, including the EIA report, for the state environmental impact assessment; and (f) approval of project documentation for the proposed economic activity, including the EIA report, in the manner envisaged by acting legislation.
