Resumen

This Governmental Decree establishes the procedure for technological audit at potable water supply and sewerage facilities. The technological audit shall not envisage the study of the financial and economic activities of the operation of facilities for potable water supply and sewerage. Technological audit of drinking water supply and sewage system objects shall be performed according to the scheme contained in the Annex 1. Sites of potable water supply and sewerage shall be subject to free technological audit no later than 10 years from the date of putting in operation of the aforesaid facilities and subsequently performed once in 3 years at major potable water supply and sewerage facilities and once in 5 years at small potable water supply and sewerage facilities. The aforesaid technological audits shall be mandatory for state-owned operating organizations and shall be voluntary for business entities. The commencement of the technological audit shall be determined by agreement between the technology auditing and operational organizations. Technological audit shall be performed in the following ways: (a) examination of technological audit facilities on the basis of the inventory certificate in accordance with the form contained in the Annex 2; (b) examination of the availability of certificates, operational guides and cadastral documentation of technological audit sites and their compliance with standard requirements; (c) investigation on whether the process audit facilities are operated in accordance with the operating instructions, and the safety rules are set and followed; (d) determination of the efficiency of the potable water supply and sanitation facilities; (e) checking whether there is a meter installed in the process audit facilities (if applicable); and (e) identification of the need for (non mandatory) reconstruction and modernization of technological audit facilities and the economic cost of doing so.
