It shall not apply to substances and military items that are transported in accordance with special rules and instructions. Hazardous goods include substances and objects that, during transportation, handling and storage, can cause explosion, fire or damage to vehicles, warehouses, devices, buildings and structures, as well as death, injury, poisoning, burns, radiation or diseases of humans and animals. Hazardous goods are transported in accordance with special rules or technical conditions for transportation, which are developed by manufacturers of dangerous goods on the basis of acting regulatory documents. When transporting particularly hazardous goods, the consignor, the person responsible for the transportation, is determined. Additional protection is allocated in cases specified in the rules or technical conditions for the carriage of a specific type or group of hazardous goods. The movement of vehicles carrying hazardous goods is prohibited: (a) in the dark when visibility is less than 50m; and (b) under unfavorable road and climatic conditions in the daytime (fog, thunderstorm, snowfall, etc.), in which the visibility is less than 300m, or natural phenomena that threaten traffic safety. If the above conditions occur, the vehicle must be parked in a safe place with the tail lights and parking lights turned on. Hazardous goods shall be transported by specialized vehicles or general purpose vehicles adapted for these purposes. The technical condition of vehicles participating in the transportation of dangerous goods must meet the requirements of the instructions of the manufacturers and this Regulation. The hazard information system consists of: (a) emergency card to determine measures to eliminate the consequences of road accidents (Appendix 4); (b) information table for the designation of the vehicle (Appendix 3); and (c) information card for decoding the emergency code indicated on the information table (Appendix 6). The emergency card of the hazard information system is filled in according to a unified form (Appendix 4) by the manufacturer of hazardous goods and attached to the waybill by the trucking company.
