Resumen This Governmental Decree establishes that State Inspection on Veterinary and Phytosanitary Safety shall be state executive body performing plenary powers in the field of veterinary, and phytosanitary and veterinary supervision. The scope of State Inspection shall be to supervise and control over the safety of life and health of people, animals and plants. The tasks of the State Inspection shall be as follows: (a) prevention, detection and suppression of violations by individuals and legal entities of the legislation of the Kyrgyz Republic in the field of veterinary medicine, safety requirements established by technical regulations, as well as products subject to veterinary and quarantine phytosanitary control, and veterinary drugs in circulation in the Kyrgyz Republic; (b) prevention and suppression of violations of the rules of mandatory compliance of conformity of products; and (c) protection of the rights of consumers of regulated products. State Inspection shall perform the following functions: (a) state supervision with a view of preventing introduction and spreading of animal diseases; (b) state supervision over veterinary and phytosanitary state of means of terrestrial and air transport and storage facilities; (c) supervision over collection and recycling of products unfit for consumption and trade; (d) veterinary and phytosanitary supervision over compliance with technical regulations by natural and legal persons at all stages of circulation of products of animal and plant origin, from producer to end consumer; and (e) performance of state veterinary and sanitary expertise of products of animal and plant origin.
