It establishes animal health requirements for transportation and import of equine-animals. Government Decree consists of III Sections. Section I lays down general provisions. Section II sets forth requirements for circulation of equine-animals (subsection 1) and requirements for the prevention of African horse sickness (AHS) (subsection 2). Section III establishes requirements for import of equine-animals. Annex 1 lists diseases with mandatory declaration. Annex 2 regards diagnostics African horse sickness (AHS). Transportation of equine-animals registered in the territory of the country or import of equine-animals from another country shall be permitted only if the animals meet the required health conditions. In case of the favorable epidemiological situation regarding the diseases mentioned in Annex no. (1), equine-animals shall be allowed: (a) to be riding or transported for sports or recreational purposes on roads situated near internal borders; (b) to participate in cultural or similar events organized by the local public administration bodies located near the internal borders; and (c) to be exclusively intended for grazing or labor, on a provisional basis, near the country's borders. Equine-animals must not show any clinical sign of disease during the 48-hour inspection prior to boarding or loading and must be registered. Equine-animals must be identified as follows: (a) in case of registered equine-animals by means of an identification document which must certify in particular that the required provisions are being complied with, and in the case of prohibitions, the official veterinarian must suspend the validity of the identification document for the duration of the prohibition of slaughtering of the registered horse, and the identification document must be returned to the issuing authority; (b) in case of equine-animals destination for breeding and production, according to the provisions of the Government Decision no. 137 of February 10, 2009 "On the approval of the sanitary-veterinary norm on animal health conditions and veterinary certification for imports of registered equine-animals for breeding and production".
