This Regulation establishes support measures, as well as the terms, conditions and procedure for the provision of the Fund's resources, including mandatory conditions necessary for obtaining funds, eligibility criteria for recipients, maximum annual amount of allocated financial support, and procedure for obtaining, verifying, authorizing, recording payments. Activities to provide subsidies in agriculture and rural areas shall be performed on the following principles: (a) predictability and stability of legal regulation; (b) transparency of the decision-making process; (c) equal treatment; (f) efficiency based on financial and economic reasoning; (g) continuity of support processes for agricultural producers; (h) responsibility of recipients of subsidies as a prerequisite for obtaining financial assistance; and (i) reasonable costs. The requirements of this Regulation apply to all agricultural producers operating in the territory controlled by the bodies of the Republic of Moldova, including the territory of the district of Dubasari, located beyond the Rybnitsa-Tiraspol route, which are not in the process of insolvency/liquidation. Recipients of subsidies must not perform alienation/transfer in any form the objects of investments for which a subsidy has been received, as well as writing-off, uprooting of perennial plantations, slaughtering and loss of livestock for the time periods that vary from one to five years, depending upon plant and livestock species.
