Resumen

This Act aims to provide additional resources for improvement of infrastructure and health with a view to promote the welfare of people residing in the rural areas affected by the use of plastics, dumping of garbage and spillage of materials. The Government may appoint there shall be levied and collected from the owner a cess on all carrier transporting material and at specific rates, as specified in Schedule I. An amount equivalent to the proceeds of cess levied under this Act may be used by the Government to meet the expenditure incurred in connection with measures which, in the opinion of the Government, are necessary or expedient to promote the welfare of the people residing in the rural areas affected by the movement of carriers transporting material on public roads or dumping of garbage or use of plastics and in particular: a) to defray the cost of measures taken for the benefit of the villagers affected by the transportation of material on public roads, as well as, dumping of garbage, material and plastics; b) to improve public health, prevent diseases and provide for improvement of medical facilities; c) to provide and improve water supply system; d) to improve public roads and the erection of tree barriers for arresting the dust levels; e) to meet the allowances, if any, of the members of the Advisory Committee (constituted under section 5).
