It, among other things: establishes a limited entry system and divides the fishery into three zones; requires escape gaps with degradable panels in crab traps; prohibites sale of female crabs and limited retention of female crabs to 0.5 percent by number; requires that crabs be landed whole. The Plan is based on the premises that a traditional management approch to would adress the biological problems but not sufficiently the social and economic one of the golden crab fishery.
