It represents the first step in an incremental and collaborative approach to implement ecosystem approaches to fishery management for western Pacific pelagic species. The Western Pacific Regional Fishery Management Council (Council) has authority over the fisheries based in, and seaward of the State of Hawaii, the Territory of American Samoa, the Territory of Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Pacific Remote Island Areas (PRIA) of the Western Pacific Region.
