Resumen

This Subpart of Part 648 of Title 50 of the Federal Code of Regulations provides rules for fishing for Atlantic Salmon. The New England Fishery Management Council (NEFMC) may, at any time, initiate action to implement, add to or adjust Atlantic salmon management measures to: (1) Allow for Atlantic salmon aquaculture projects in the EEZ, provided such an action is consistent with the goals and objectives of the Atlantic Salmon FMP; and (2) Make changes to the Standard Bycatch Reporting Methodology (SBRM), including the CV-based performance standard, the means by which discard data are collected/obtained, fishery stratification, the process for prioritizing observer sea-day allocations, reports, and/or industry-funded observers or observer set aside programs. he Magnuson-Stevens Fishery Conservation and Management Act requires all fishery management plans (FMP) to “establish a standardized reporting methodology to assess the amount and type of bycatch occurring in the fishery.” In 2007, the New England and Mid Atlantic Fishery Management Councils, in coordination with NOAA Fisheries, developed a standardized bycatch reporting methodology (SBRM) for all Fisheries Management Plans in the Northeast Region. After developing Atlantic salmon management measures and receiving public testimony, the NEFMC shall make a recommendation to NMFS, on which the NMFS shall concur or not.
