It defines the purpose and scope of Part 679, gives definitions, define the relation to other laws, provides with respect to authorization of fisheries (including regulatory requirements for purposes of fishing restrictions in habitat conservation areas, habitat conservation zones, habitat protection areas), allocation quotas, landing, recordkeeping and reporting, defines exempted fisheries, and defines various prohibitions. Regulations in this part were developed by the Council under the Magnuson-Stevens Fishery Conservation and Management Act, 16 U.S.C. 1801 et seq. (Magnuson-Stevens Act) and the Northern Pacific Halibut Act of 1982 (Halibut Act).
