The Governor may issue a "fish farming licence" authorizing the holder of the licence (a) to carry on within the marine waters or the freshwater specified in the licence fish farming of such a description as is so specified; and (b)to construct or provide and to maintain within those waters for the purpose of fish farming such structures, plant, apparatus and equipment as are so specified.
