This Law enters into force three months after its publication in the Official Gazette.
Resumen

This Law consisting of 24 articles aims at defining consumer's rights and obligations and outlines certain protection measures to fight monopoly, overpricing and fraudulent commercial activities against consumers. The Law establishes that the consumer (i) has to be protected from products, production processes and services that may cause harm to health and safety; (ii) has to know the accurate information concerning the goods and services (ex: origin of products, expiry date and ingredients of food items etc.); (iii) should have multiple options of items and services at competitive prices and quality; (iv) has the right to express opinions to develop the goods, services, prices and availability; and (v) must be able to acquire knowledge and skill and awareness of consumer rights and responsibilities through continuous awareness programs. Art.2 establishes the High Consumer Protection Committee, chaired by the Minister of Economy, to take measures in case of extraordinary crisis or conditions on the market leading to an unnatural increase in prices. Art.4 provides for creating a Consumer Protection Department at the Ministry with the following main tasks (i) coordinating with the relevant national authorities to address illicit trade practices that harm the consumer; (ii) cooperating with the relevant authorities to spread consumer awareness; (iii) observing the price movement; and (iv) promoting fair competition and combating monopoly. The Law includes (1) provider's obligations; (2) consumer's rights; and (3) penalties.
