Resumen This Federal Law establishes: (a) legal, organizational, technological and economic bases in the field of production, turnover and consumption of viticulture products and winemaking products; (b) principles, objectives of state policy implementation in the field of viticulture and winemaking and measures for its implementation; (c) forms, conditions and procedure of state support of viticulture and winemaking; (d) powers of state and local authorities in the field of viticulture and winemaking; and (e) legal position of the subjects of viticulture and winemaking in the process of the performance of activities in the field of viticulture and winemaking. This Federal Law regulates the relations arising between organizations, agricultural consumer cooperatives, peasant farms, natural persons, state authorities of the Russian Federation, regional authorities of the Russian Federation and local government in the field of viticulture and winemaking. It shall not be applicable to subsidiary smallholders. This Act contains classification of wines and viticulture products, including non-alcoholic beverages. The main objectives of the state policy in the field of viticulture and winemaking are: (a) increase of efficiency of regulation of the production of viticulture and winemaking by developing special viticulture and winemaking legislation establishing manufacturing, circulation and safety requirements for viticulture and winemaking products, as well as ensuring state control (supervision) over activities in the field viticulture and winemaking; (b) improvement of quality of viticulture and winemaking products, manufacturing and turnover of which is carried out on the territory of The Russian Federation; (c) increasing the competitiveness of viticulture products and winemaking products made from grapes grown on the territory of the Russian Federation; (d) provision and protection of the rights of citizens to product safety of viticulture and winemaking products, to reliable information about the origin, composition and characteristics of wine products; (e) rationalization of land use aimed at increasing the beneficial use of the land fund of the Russian Federation for cultivation of grapes as one of the most economically effective areas of agricultural activity; (f) increase in the number of Russian business entities engaged in viticulture and winemaking; and (g) stimulating the development of viticulture and winemaking in Russian Federation. State policy measures for support of national viticulture and winemaking envisage budgetary funding, preferential taxation, customs and tariff regulation, and purchase, storage, processing and supply of viticulture and winemaking products for public and municipal needs. Viticulture and winemaking activities shall be subject to mandatory licensing. Areas suitable for viticulture and winemaking shall be subject to registration in accordance with the procedure approved by the Government of the Russian Federation. Viticulture plantation shall be inserted in the Federal Register and shall be subject to mandatory certification. Producers and retailers of wine products, must ensure information of the consumer about the variety(s), place of origin and year of vintage of grapes used in the production of traded wine products, irrespectively of the place of manufacturing. Russian National Wine Protection System of Geographic Indication and designation of origin is a complex of measures to protect and defend wines, fortified wines, sparkling wines produced under the legal protection regime of the Russian Federation related to protected geographic indication and protected site name of the place of origin, and monitoring compliance with that regime.
