Resumen This Federal Law regulates the relations originating between the organizations of inland water transport, shippers, consignees, passengers and physical and (or) other juridical persons in the process of inland water navigation, and establishes their rights, duties and liability. The Federal Law consists of 19 Sections that contain 167 articles. The provisions of the present Code are applicable to inland waterways of the Russian Federation and waterworks installed thereon, harbours situated on inland waterways, vessels and other floating objects exploited on inland waterways (art. 1). The use of fishing areas in case they are used for the purpose of navigation shall be authorized by agreement with basin institutions of inland water transport (art. 10). The vessel is fit for navigation if it complies with ecological, sanitary and fire requirements established by the Russian legislation (art. 34). Ensuring ecological safety of vessels, prevention of pollution from ships that may cause damage to human health and aquatic biological resources are the duties of the ship owner. The requirements of ecological safety of vessels are set by requirements for the prevention of pollution from ships by effluent water and oil (art. 39). Supervision and enforcement of ecological safety in the process of running vessels shall be carried out by the federal executive body in the sphere of environmental protection (art. 40). If the sunken property imperils safe navigation, is the source of environmental pollution or impedes fisheries the owner of the sunken property shall have the duty remove it and annihilate it in case of necessity at the request of the basin state institution of inland water transport (art. 47). Harbours must be equipped with the means of environmental protection, collection and processing of domestic, non-domestic and oil-bearing water (art. 56).
