Resumen This Law is composed of 21 articles. Article 1 gives terms and definitions. Article 2 provides for the establishment of the General Authority for Water Management. Article 5 defines competencies and duties of the Authority, which include: (a) gathering, coordinating, studying and classifying all information related to water resources; (b) laying down a complete and total policy for water resources; (c) preparing a complete plan concerning water resources and their use; (d) coordinating water projects and water use; (e) evaluating objectively all projects concerning water resources; (f) creating model projects and experimental projects correlated to conservation and exploitation of water; (g) supervising water resources management by controlling licences and property rights; (h) assisting and consulting, and proposing arrangements and measures to guarantee the unification of water standards; (i) creating a water resources data bank; (j) seeking alternative and integrative water resources; (k) laying down educative and training programmes for a better management of water resources; and, (l) reinforcing the awareness between the citizens regarding the control of the balance between available resources and required resources. Articles 7-15 deal with the establishment of the Board of the Authority, its members, its competencies, meetings, reports and tasks of the Head of the Board.
