They give effect to Commission Decision 2002/757/EC as amended by Commission Decision 2004/426/EC. They prohibit the importation from the United States of harmful organisms, susceptible bark that originates in the United States. Further introduction of susceptible plant or susceptible wood that originates in the United States of America and departed the United States of America after 31 October 2002 is prohibited unless conditions set out in regulation 5 are fulfilled. The movement within the State or export to a member state of a plant intended for planting of Viburnum spp, Camellia spp., Rhododendron spp., other than Rhododendron simsii Planch, other than seeds, that originates in a third country after 31 October 2002 is prohibited unless it is accompanied by a plant passport prepared and issued in accordance with Commission Directive 92/105/EEC.
