The Tribunal is composed of not fewer than five persons appointed by the Lieutenant Governor in Council. The Tribunal provides both an independent and impartial review of the decisions of directors appointed by the Minister of the Environment and the decisions of the Niagara Escarpment Commission, as well as a fair and unbiased public hearing process which assesses the merits of proposed development projects, plans or programmes that will have an impact on the environment.
