Parts II and III of this Act provides for the principles, planning, financing, and administration of the National Disaster Risk Management Policy and the establishment of a National Disaster Emergency Operations Centre, National Disaster Risk Information System, National Network of Hazard Monitoring Forecasting Systems, National Early Warning System, Disaster Emergency Fund, Disaster Prevention Fund, and the National Humanitarian Assistance Standards. The National Humanitarian Assistance Standards shall provide the minimum standard in relation to the supply of water supply; the promotion of sanitation and hygiene; food security and nutrition; shelter and settlement; and health. Part IV sets out provisions on the composition and functions of the Inter-Ministerial Committee on Disaster Risk Management. Part V establishes the Disaster Risk Management Authority, constitutes the Board of Directors of the Authority, and lists the functions of the Authority.
