All goods that various departments throughout the country need to import must be approved by the departments in charge and higher-level controlling departments in accordance with the limits of authority for examination and approval stipulated by the State. For all imported goods which require import licences under the Provisional Regulations and these Detailed Implementing Rules, application for import licences must be made prior to the placing orders for goods abroad.
