Section 2 establishes that the Minister shall not issue a permit in respect of a building or structure within a designated reservoir area unless: a) the building or structure is for agricultural purposes or for water control works; or b) the designated reservoir area, or that part thereof in which the building or structure is or will be situated, is under a town planning zone scheme, a planning scheme, or a development plan.
