It shall be mandatory for all natural and legal persons. Liquors circulating on the national territory must be safe for the whole period of indicated shelf life. Safety of liquors is characterized by indicators of chemical safety, as well as biological safety of brewing products. Chemical safety is characterized by sanitary norms, organoleptic and physicochemical indicators in accordance with Annex 2. Biological safety of liquors is determined by controlling the content of microorganisms in brewing products and brewing raw materials in accordance with Annex 3. Manufacturers, sellers and persons authorized by manufacturers must implement the production and circulation of alcohol manufacturing processes so that the products meet the requirements established by the Technical Regulations. This General Technical Regulation sets forth mandatory requirements for manufacturing, technological processes and equipment, circulation of liquors, transportation, storage, packaging and labelling thereof.
