Resumen

The Government decrees to validate the Regulation on the procedure for issuance of permits for well sinking (Annex 1) and the Regulation on state monitoring of groundwater resources (Annex 2). The Regulation on the procedure for issuance of permits for well sinking determines the procedure for issuing a hydrogeological conclusion, permitting requirements and conditions and procedure for issuing a permit to well sinking, and also the procedure for registration or liquidating of production wells drilled without permission. The main purpose of issuing the permit is to regulate the activities related to well sinking for groundwater abstraction, registration and control of drilling operations and protection of aquifers, especially fresh groundwater resources, from unauthorized use. Permits shall be issued by the State Committee on Geology and Mineral Resources in case of availability of a positive hydrological conclusion issued exclusively by hydrogeological organizations subordinated to the State Committee on Geology and Mineral Resources. Permission is not required: (a) for individuals to drill wells with a depth of less than 25 meters, designed for individual abstraction of groundwater for their own needs in the amount of no more than 5 cubic meters per day; (b) subordinated hydrogeological organizations of the State Committee on Geology and Mineral Resources for the well sinking within the framework of the annual state programs for the development and reproduction of the mineral resource deposits. The validity of the permit is set for the period of drilling operations, but not more than one year. Annex 2 contains the form of permit. Regulation on state monitoring of groundwater resources determines the purpose, main tasks, objectives and procedures for conducting state monitoring of groundwater in the national territory as an integral part of subsoil and environmental monitoring. The object of state monitoring shall be groundwater, regardless of its quality, purposeful use and type of groundwater management. State monitoring is a set of regular observations of the state of groundwater, including mineral, thermal and industrial waters.
