In practice, transfer of the aforesaid functions, as regards forest management, to other ministries and departments, makes a negative impact on safety of forest resources. Council of the Federation, for the purpose of safeguarding and guaranteeing rational use of forest resources, decrees to appeal to the President in order to preserve independence of the Federal Forest Service in the process of reformation of the system of Federal Executive Bodies.
