This text entered into force eight days after its publication in the Official Gazette (published on 19 January 2022).
Resumen

This Decision, based on the provisions of the Decree on activities that emit greenhouse gases for which a permit for the emission of greenhouse gases is issued, establishes the Commission for conducting the auction for granting emission credits. The tasks of the Commission are: determining the list of plant operators registered in accordance with the public invitation for award of emission credits announced by the Ministry of Ecology, Spatial Planning and Urbanism; granting of free emission credits; allocation of emission credits from the stabilization reserve; conducting a public auction and selling emission credits to plants on the basis of an application of plant operator; reporting to the Government of Montenegro on the conducted auction, number of registered operators, amounts of granted emission credits through free allocation, the amount of purchased emission credits and credit transfers; preparation of the proposal for the allocation of collected funds.
