Resumen

These Regulations, applying to all imported food products aim to (i) lay down the conditions and requirements that must be met by the competent authorities in countries intending to export their food products to Saudi Arabia; (ii) provide assurances from competent authorities in exporting countries that the export entities comply with the regulations approved by the Kingdom related to human, animal, or plant health; (iii) ensure food safety and facilitate movement of international trade. Article 3 addresses food controls in the exporting country, with a focus on (i) SFDA's authority to audit the exporting country's competent authority to ensure compliance with Saudi Arabia's food laws; (ii) the audit, conducted by SFDA or delegated authorities, covers various aspects, including food safety, the organization and independence of the exporting country's authorities, control systems, training programs, animal and plant health, outbreak reporting to international bodies, and measures to safeguard food from environmental and input-related risks. Additionally, Article 4 outlines general import requirements, where SFDA may request accurate and up-to-date information about the organization and management of food, veterinary, sanitary, and phytosanitary control systems in exporting countries. Notably, countries looking to export animal products to Saudi Arabia must have effective residue control plans for prohibited or controlled substances and establish a traceability system for their products throughout the food chain. Health certificates from the competent authority in the exporting country are required for shipments of animal products, while fresh fruit, vegetables, and grains need official phytosanitary certificates when being imported.
