Resumen This Complementary Law, consisting of 59 articles divided into seven Chapters, creates the Water Policy, the Management System and the Water Resources Fund of the State of Rondônia. The objectives of the State Water Resources Policy aims to promote the rational use, integrated management and multiple use of surface and groundwater, obeying to the following guidelines: decentralize water management through basin management, ensuring the participation of public power, users and the community; make feasibility study, research, technology development, and human resources training, as well as water-related awareness activities; integrate water with the environmental management, especially in the control of water pollution, requiring the treatment of industrial, urban and other effluents to obtain the necessary water availability, in quality standards as established uses; guarantee the protection of water bodies, springs, in particular by establishing protection zones subject to restrictions of use, and controlling mining activity; maintain and recover riparian forests, protect water bodies, and develop permanent programmes for their preservation and protection; prevent, control and combat the effects of floods, droughts, soil erosion and river aggradation; ensure in critical droughts priority use for human consumption and for animals; allowing development in a compatible way with the multiple and environmentally sustainable use of water resources.
