Resumen The present Recommended Legislative Act is destined for the orientation of CIS member-states in the sphere of ecological safety and its purpose is to prevent dangers to the ecological safety of the population, society and natural environment on the territory of CIS member-states. Ecological safety under present conditions shall be considered as integral and important part of individual, public and state safety. The document consists of 17 articles. Article 1 introduces the concept of ecological safety. Art.2 specifies the objects of ecological safety. Article 3 specifies the subjects of ecological safety. Article 4 lays down the general principles of the formation of national policy in the sphere of ecological safety. Article 5 lays down legal basis for ensuring ecological safety. Article 6 establishes state system of ecological safety. Article 7 regards authorization of activity endangering ecological safety. Article 8 establishes the duties of the subjects of economic activity as regards ensuring ecological safety. Article 9 regards restriction of economic activity in case of endangering ecological safety. Article 10 regards access to ecological information. Article 11 regards public system of ecological safety. Article 12 establishes liability of state officials. Article 13 establishes liability for the reliability of ecological information. Article 14 regards protection against external dangers to ecological safety. Article 15 regards prevention of damage to ecological safety of other countries.
