Resumen

This Circular provides for the amateur fishing activities in maritime and inland waters in order to sustain natural habitats. Certain prohibitions, restrictions and obligations are imposed by the Ministry of Agriculture and Rural Affairs for the period from September 1st 2004 to August 31st 2006. Lists of ecologically harmful fish are given in the Circular. These could cause serious damage to the environment and therefore could not be used as bait. A Fishing Certificate is granted to Turkish citizens involved in amateur fishing activities for a period of 2 years. Foreigners residing in Turkey shall be issued with a "Guest Amateur Fisherman Certificate" for fishing activities. Travel agencies organizing fishery tours shall possess "Fishing Permits" issued by Provincial Directorates of the Ministry of Agriculture and Rural Affairs for a period of 2 years. As of 1 September 2006 this permit shall be released only to travel agencies employing an amateur fishing guide or to individuals having an amateur fishing guide certificate. Details for fishing guide certificates are given in the Circular. Moreover, depending on the site selected for the fishing trips, the above mentioned agencies should also possess "Fishing Stamps" for each fishing session issued by Provincial Directorate of the Ministry of Agriculture and Rural Affairs, valid for 3 days. Fishing on inland waters within forested areas is subject to permission by local branches of the Ministry of Environment and Forestry. A list of species allowed for fishing on maritime and inland waters as well as timing restrictions are given in the Circular. Maritime and inland waters, where amateur fishing is completely or partially prohibited are listed.
