Circular No. 239/2000/TT-BGTVT guiding the implementation of the Government decree No. 92/1999/ND-CP on sanctions against administrative violations in the maritime field.

Pursuant to the Government Decree No. 92 of 1999 on sanctions against violations in maritime field, the Ministry of Communications and Transport hereby provides detailed guidance for uniform implementation of a number of articles of that Decree: The directives here issued concern the construction of ships (1), time limits in the sense of article 7 of the Decree, permits for port departure (4), warning signals (5), diagrams of fire fighting systems (6); oil and bulge water-filtering equipment (8), etc. The second part of this Circular defines the nature of violations and prescribes penalties.
