This Circular enters into force on 15 July 2013.
Resumen

This Circular, consisting of 9 articles divided into three Chapters, prescribes the management and use of riparian alluvial land, coastal alluvial land and coastal land with water surface used for agricultural production, forestry, aquaculture and salt-making. This Circular applies to state management agencies; domestic organizations, households and individuals; overseas Vietnamese; and foreign organizations and individuals involved in the above mentioned activities. The lease of unused coastal alluvial land and coastal land with water surface for use for agricultural production, forestry, aquaculture and salt-making is provided as follows: a) Provincial-level People’s Committees shall decide to lease land to economic organizations, overseas Vietnamese and foreign organizations and individuals for the implementation of investment projects; the land lease duration coincides with the investment project duration, not exceeding 50 years; b) People’s Committees of urban and rural districts shall decide to lease land to households and individuals. The land lease duration for cultivation of annual crops, aquaculture or salt-making does not exceed 20 years. The land lease duration for growing perennial trees and production forests does not exceed 50 years.
