Chapter 6 of Title 36 of the Pohnpei State Code - Business Development Act of 1994.

This Act provides for the development of business in the State of Pohnpei and in particular small- and medium-scale enterprises and “cottage”. For purposes of the Act, the Small Enterprise Development Council, the Pohnpei Entrepreneur Development Centre, an entrepreneur development fund and the Small Business Guarantee and Finance Corporation are created. The Act makes provision for the financing development through loans and provides for various matters relating to the granting of loans to the business sector.
