Resumen

The Act regulates the supply of sugarcane to millers and provides for the control of cane milling and the manufacture of sugar. Furthermore, it provides for the establishment of the Cane Planters and Millers Arbitration and Control Board. The Board is composed of representatives of the sugar industry and a representative of the Government, all of whom are appointed by the Minister of Agriculture and Natural Resources and the Environment (sect. 4). The Board shall, inter alia, have the following functions: (a) to arbitrate disputes between planters, millers and middlemen; (b) to control the milling of canes and the manufacture of sugar; and (c) determine the quantity of sugar accruing to planters and millers (sect. 6). Sections 14 to 18 provide for the determination and variation of boundaries of factory areas for purposes of compulsory delivery by cane planters to factories and compulsory cane milling in an area so determined. Sections 19 to 21 oblige planters, middlemen and millers to enter into contracts for the supply of sugarcane. The Schedule contains model forms. Sections 22 to 30 require millers to obtain a permit to operate a factory, and require middlemen to obtain permits and provide for the quality control of cane supplied to millers by public officers. Sections 31 to 34 lay down rules for the apportionment of sugar and its by-products to planters. Sections 38 to 41 lay down rules with respect to arbitration and appeals against decisions of the Board. (49 sections divided into 10 Parts and completed by 1 Schedule)
