Specifically, it provides that it is unlawful, for any person, except a person who is expressly exempt, to sell any nursery stock unless such person holds a valid license which is issued pursuant to this Code. The Part further provides for issuance and renewal of licenses; exemptions from licensing; refusal, revocation and suspension of licenses; disposition of fees; inspections and standards of cleanliness of nurseries from pests and other threats; shipment of nursery stock; the Citrus Nursery Stock Pest Cleanliness Program; nursery stock certificates and shipping permits; special assessments; and the Nursery Advisory Board.
