The state is divided into agricultural districts. For each of these districts, fifty or more persons, who are residents of a district, may form an association to be known as and designated as the District Agricultural Association for holding fairs, expositions and exhibitions for the purpose of exhibiting all of the industries and industrial enterprises, resources and products of every kind or nature of the state with a view toward improving, exploiting, encouraging, and stimulating them, or constructing, maintaining, and operating recreational and cultural facilities of general public interest. Each association is a state institution. The Part also provides for the Associations’ organization, administration, powers and duties, fiscal provisions, and special rules for certain agricultural associations.
