Resumen This Regulation consisting of 71 articles divided into X Chapters aims at regulating medical waste management, as well as classifying different types of waste and giving instructions for its identification. Article 3 divides the waste sources into (i) main sources (including hospitals, clinics, emergency services, biotechnology institutions, and research centers, pathology laboratories and anatomy centers, veterinary medicine centers and clinics, etc.); and (ii) secondary sources (including rehabilitation centers, psychiatric clinics, home treatments, beauty centers, elderly care centers, pharmacies, etc.). Every public or private medical institution legally licensed to practice the medical professions or to receive and treat sick and injured patients is obligated to manage the waste that generates (art.5). Article 7 provides for the adoption by every institution of a waste management guide approved by the Ministry. A classification of the different types of waste, divided between ordinary and medical, is given in articles 9 and 10. The Regulation also describes (i) the procedures related to medical waste’s separation and collection (by waste types in Chapter 3); (ii) the conditions for storage inside the health institution and transportation outside (Chapters 4 and 5); (iii) the treatment measures to be applied and specifies the locations’ requirements for treatment within and outside the institution, as well as the conditions for disposal of solid medical waste and wastewater (Chapters 6 and 7); (iv) the responsibilities of the Ministry of Health, the EQA (the Palestinian Environment Quality Authority), the local authorities and the licensee (Chapter 8) and mentions the duties to exchange information between the stakeholders, and to prepare an emergency/contingency plan to be developed by the Ministry of Environment.
