Upon planning a territory and establishing the environment a principle of equal opportunities shall be observed, providing for a possibility for all members of the public to take active part in public life by ensuring equal access to the transport infrastructure, outdoor space, housing, educational and medical treatment institutions, work places, cultural, sports, recreational and other objects, as well as information, communications, electronic and other services. Universal design solutions shall be used in planning of the environmental and public infrastructure, development and implementation of architectural designs in order to ensure accessible environment with equal participation possibilities for all members of the public. The Regulation further provides for division and determination of functional zones; nature and greenery territory; forest territory; agricultural territory; water territory; requirements for the planning and use of rural areas; requirements for the planning and use of water territories; structures for animals; protection against noises and pollution; water supply; wastewater collection; electric power supply and alternative energy supply; rainwater collection systems; waste collection points; public recreation areas; ditches, water drainage and artificial water reservoirs; risk areas and polluted areas; landscape protection and planning; cultural monuments and their protection; depiction of territories in spatial plans, local plans and detailed plans; and classifier of the types of land use.
