Fishing from a harbour shall be prohibited without a permission of the Managing Director of the Ports Authority. Discharge or deposit of any pollutants in the territorial waters is prohibited. The Managing Director may exclude from the territorial waters a vessel whose general condition or the state of whose cargo in his/her opinion constitutes a threat to the marine environment and may order the master or person in charge of a vessel whose general condition or the state or whose cargo in his/her opinion constitute a threat to the marine environment to take whatever action necessary to ensure the removal of that vessel from the harbour.
