It, among other things: gives effect to provisions of the Constitution of Kenya with respect to government functions and powers; provides with respect to decentralization and collaboration and dispute resolution between the national and county governments. The Governor shall be responsible for the co-ordination of functions of county government departments. The executive committee shall manage and coordinate the functions of the county administration and departments. There shall also be an executive office and committees of chief officers as may be necessary for the effective management and co-ordination of the government functions under the Constitution. There shall be sub-counties and wards as established in accordance with the County Governments Act and zones, areas and villages as service delivery units for the government established in accordance with the criteria provided for under this Act. The Act also provides with respect to The Governor shall be responsible for the co-ordination of functions of county government departments.
