The object and purpose of this Act is to ensure that a specific portion of the county annual budget is devoted to the Wards for purposes of development and in particular the fight against poverty at the Ward level. Wards Development Fund Committees shall be established in each Ward and shall be responsible for the preparation and implementation of projects at ward level. A County Fund Management Board is established by this Act and the County Assembly shall establish a County Assembly Select Committee. Projects that can be approved must be public (contained in the County Integrated Plan) or community-based. Projects initiated by a community shall be eligible for support under this Act provided that such projects shall be submitted with the other projects in conformity with requirements of this Act.
