Section 7 prescribes when levy is due. Levy shall be paid to persons appointed under section 5 and in accordance with section 8. Levy payable in respect of a ship may be recovered in any court of summary jurisdiction by proceedings in the name of an authorized person. There is established a Strategic Ballast Water Research and Development Reserve. The purpose of the Reserve is to provide funding for the Strategic Ballast Water Research and Development Program. The Governor General may make regulations prescribing matters specified in section 13.
