It also makes it unlawful for any individual, or any vessel, subject to the jurisdiction of the United States: (a) to conduct directed fishing for salmon within specified areas of the Atlantic Ocean; or (b) to violate any provision of the Convention or this Act. Any individual who commits such an unlawful act shall be subject to both civil and criminal penalties.
