Resumen

This Regulation of the council of the Amhara Regional Government, made in accordance with the powers vested in it under the provisions of Art. 58 sub-art.7 of the revised Regional constitution and Art. 33 sub-art. 1 of the revised Rural Land Administration and use Determination Proclamation No. 133/2006, concerns, among other things: acquisition of land for agricultural use and relative rights; redistribution of land; land size ceilings; exchange of land; land utilization; land consolidation; transfer of land-related rights; obligations of persons who have acquired rural land holding or use rights; duties and responsibilities of hierarchical lower rural land administration and use bodies; conditions of expropriating rural land holding for public service and disbursing of compensation for property; public participation. The Regulation shall have specific objectives, including: a) to create favorable conditions enabling the land administration system to promote long-lasting agricultural product and productivity of the regional state by causing the full implementation of the rights and obligations pertaining to the rural land holders as are stipulated under the Proclamation; b) to put in place a land use system instrumental for the preservation of the soil fertility as well as environment safety; c) to realize an equitable land administration system in the regional state by devising a mechanism of documentation incorporating each and every land holder and the overall nature of the holding so occupied.
