NMFS guidelines for fishery management plans that interprete the Magnuson Act National Standards (50 CFR, Part 602) require each FMP to include a scientifically measurable definition of overfishing and an action plan to prevent overfishing should it occur. The FMP for spiny lobster is being revised to comply with the guidelines.
