The Act contains at the outset a definition clause relating to various terms employed therein such as, for example, “Commission”, “development”, “marsh body”, “marshland”, “Marshland Administration”, “work”, etc. The Governor in Council may appoint an Agricultural Marshland Conservation Commission consisting of not more than five members. Section 8 sets out the duties of the Commission, such as, for example, to advise the Minister on matters related to the conservation and protection of marshland and its development and maintenance. The owners of marshland in any marshland section may petition the Commission requesting that they be incorporated as a marsh body. A marsh body may: a) acquire, use, sell and lease real and personal property; b) construct, reconstruct, recondition, repair, maintain, conduct and operate works; c) enter into agreements with the Minister or other persons for the construction, reconstruction, reconditioning, repairing, maintenance, conduct or operation of works.
