The functions, powers and duties of the Minister shall be: to promote the development of recreation, sport, hunting and fishing; to establish an aid programme intended for hunting and fishing activities; to promote the establishment of parks, belvederes and camping or picnic grounds; to supervise and manage everything relating to hunting and fishing, except maritime fisheries; to administer the parks established under the Parks Act (ch.
