Section 11 regulates the use of plants and trees present on the public lands tenured in long-term lease. The tenant has the free right of exploitation or other use of trees and plants if not otherwise expressly provided in the hereditary lease order and subject to payment to the President of charges for the logging of valuable timber species. If on the land timber is processed or balatan or other forest products are exploited, except for own use, the tenant shall be subject to payment of such levies and charges as are applicable to such activities on land of the domain, except in case of exemption pursuant to a concession.
