Only in case of a energy emergency (serious disturbance in supply) the ban on the use of coal can be temporarily lifted. This shall be based on a decision of the Cabinet. Some exemption from the ban may be granted for a very limited period to producers of energy for heating purposes. Emission reporting rules are contained in Commission Regulation (EU) No 601/2012 on the monitoring and reporting of greenhouse gas emissions pursuant to Directive 2003/87/EC of the European Parliament and of the Council.
