Chapter II defines: duties and powers of the Minister of Agriculture, Nature and Food Quality, including: elaboration of a nature Policy Plan containing nature conservation values, a list of terrestrial and marine national parks, nature and landscape priorities; keeping of registers of species; appointment of experts and scientific authorities; measures related to trade in terrestrial and marine species, in compliance with provisions of international conventions; the identification of endangered species. Chapter III defines duties and powers of the public entities Bonaire, St. Eustatius and Saba and their Executive Council, including: implementation of control measures for the protection of species; protection of biological diversity, responsible use of its components and the fair and equitable distribution of the benefits arising from the use of genetic resources.
