Resumen

The present Act lays down rules concerning fishing by Icelandic vessels from commercial stocks outside Iceland's jurisdiction. Under this Act, any type of exploitation of beneficial stocks is considered to be fishing. Marine animals and marine vegetation that are exploited and may be exploited are considered to be useful stocks. The Executive can set rules on fishing by Icelandic vessels outside Iceland's jurisdiction that are necessary to fulfill Iceland's general obligations to protect the living resources of the sea, as stipulated in this Act. As a general rule, all Icelandic ships are allowed to fish outside of Iceland's jurisdiction with the restrictions that follow from laws and regulations. Fishing by Icelandic vessels within the jurisdiction of other countries is not permitted without the permission of the competent authorities. The Executive shall issue a regulation with provisions on the construction and finishing of Icelandic vessels' fishing gear when fishing outside Iceland's jurisdiction, including the minimum mesh size. Inspectors from the Directorate of Fisheries are allowed to go on patrols with Icelandic vessels fishing outside Icelandic jurisdiction. Icelandic legislation and regulations regarding hygiene, equipment and internal control, as well as the handling and utilization of catches, which apply to fishing by Icelandic vessels within Iceland's jurisdiction, shall also apply to their fishing outside Iceland's jurisdiction. Rules on sanctions and penalties are also laid down.
